Harlan Council Approves Snow‑Emergency No‑Parking Rule

The Harlan City Council on Feb. 17 approved a revised snow-emergency ordinance that bars parking on public streets and alleys during declared snow emergencies until snow removal is complete.

Under the change, vehicles must not be left on streets or alleys while a snow emergency is active; parking in city-owned lots is allowed. City staff say the clearer rule will speed plowing, reduce tows and simplify operations.

Council members heard resident feedback about confusion over where to park, limited downtown lots and needs of people without driveways or with disabilities. Officials plan better signage, maps and notifications to help residents comply.

The ordinance takes effect after final publication. Council also renewed the three-year solid waste hauler contract with Kroger & Son LLC, approved a late-night permit for Tiny Lund, awarded grading work for the river access project, and cleared an acoustic improvement plan for Veterans Memorial Auditorium (public hearing set for March 3).
