Harlan City Council has enacted new regulations for electric scooters following concerns about their safety in the community.

The approved ordinance mandates that all electric scooter riders adhere to traffic laws and operate their vehicles safely. Key rules include not riding under the influence of drugs or alcohol, keeping one hand on the handlebars, and yielding to pedestrians when emerging from alleys or driveways. Scooters are banned from sidewalks in the business district and must be parked correctly at curbs or in designated racks. Additionally, all scooters must have working brakes and front lights for nighttime use.

In other council news, members approved the sale of city-owned property on Willow Street for $41,133 to a local LLC and moved forward with a proposal regarding no parking zones on Dye Street and Gary Scull Drive.
