On Wednesday, Harlan Municipal Utilities reported a power outage around 2:05 p.m., affecting all customers due to a transmission issue, with power restored by 6:15 p.m. Barnett confirmed that road conditions remained hazardous, necessitating an additional delay for Thursday's classes, particularly affecting families in rural areas.
