Harlan voters will have important choices to make on November 5. In addition to selecting local, state, and federal officials, residents will vote on a $55 million bond referendum for Iowa Western Community College (IWCC) and two significant amendments to the Iowa Constitution.
The IWCC bond aims to fund the construction of a new Transportation and Logistics facility in Council Bluffs and upgrade Career and Technical Education centers in Atlantic and Clarinda. This project benefits local students, including 155 from Harlan Community High School, who are engaged in programs like Automotive Technology and Sports Media through dual enrollment. Notably, the bond will not raise property tax rates as it replaces expiring bonds.
On the constitutional front, one amendment would allow 17-year-olds to vote in primary elections if they turn 18 by the general election while updating voting eligibility language. The second amendment addresses the appointment process for the lieutenant governor when a vacancy occurs.
