Harlan’s law enforcement is making headlines! The Shelby County Unified Law Enforcement has just won the 2024 ISAC Excellence in Action Award, showcasing a successful consolidation that improves response times, boosts officer recruitment, and strengthens community ties.
Shelby County Unified Law Enforcement has been honored with the 2024 ISAC Excellence in Action Award, recognizing their innovative approach to law enforcement.
The award, presented at the ISAC Annual Conference in Des Moines, highlights the collaboration between the City of Harlan and Shelby County to consolidate the Harlan Police Department under the Shelby County Sheriff’s Office. This change, made through a 28E Agreement, addresses challenges like recruitment and rising operational costs.
Since the consolidation, the unified agency has seen significant benefits. It has improved investigations and response times, attracted new officers with competitive pay, and enhanced community engagement, particularly within local schools.
Furthermore, this successful model has attracted interest from over 15 other jurisdictions in Iowa looking to implement similar strategies.
